Police chief: No apology owed for pepper-spraying Army Officer

The police chief in Virginia says no apology is owed for pepper-spraying Latino Army officer as there is no valid reason to do so head makes it clear to the public. Chief says on Wednesday that he thinks the soldier doesn’t need a face to face apology.
